24. Charlotte Hornets (Average Attendance: 15,402)

It is safe to say that Michael Jordan was a much better player than he is a basketball executive. Jordan failed in the front office of the Wizards and has yet to take the Hornets to the next level since taking over their basketball operations as the owner back in 2006.

At least the Hornets usually remain in postseason contention, even if we never expect them to advance past the first round. There fans will show up when the games count, but regular season games are not drawing much of a crowd in Charlotte.
