15. Houston Rockets (Average Attendance: 18,055)

The Houston Rockets have been the NBA’s biggest disappointment thus far this year. The Rockets are just seven months removed from being a game away from beating the Warriors and going to the NBA Finals and now sit near the bottom of the standings in the West.

Once the Rockets get healthy, they will likely go on a run to at least make the playoffs, but they are not looking like the juggernaut that they were supposed to be.

Regardless of the lackluster production, the Rockets are still selling out their arena every night.
